Far, far better than building a "dome", better value too than the £789,000,000 spent on The Dome. Call it a wild guess but I am assuming they did not ask for ideas from John (2 Jags) Prescott and Peter (Baron Mandy) Mandelson.
Is stone planting something that folk on Jersey have done down through the millenia? I quite like it, and as Paul points out, it is probably inexpensive, rather than cheap.
